Abstract

Street lighting (PJU) plays a vital role in improving public safety, comfort, and security at night by minimizing the risk of accidents and crime. However, in Medan City, street lighting management still faces various obstacles, such as numerous non-functioning streetlights, weak planning, and a lack of supervision, resulting in suboptimal public lighting services. This study aims to analyze the role of the Medan City Transportation Agency in managing street lighting using qualitative descriptive methods through interviews, observations, documentation, and literature studies. Informants came from within the Transportation Agency and the public who use street lighting. The analysis was conducted using role indicators according to Rizzo, House, and Lirtzman, namely authority, responsibility, clarity of objectives, and scope of work. The results of the study indicate that the implementation of authority is still limited due to the absence of specific regulations, responsibility is not optimal due to the lack of guaranteed time for handling complaints, and clarity of objectives has not been stated in official documents, even though the division of work scope is clear. The study recommends the development of specific regulations, increased human resource capacity, and comprehensive evaluation to make street lighting management in Medan City more effective, efficient, and beneficial to the community.
