Abstract

Medan Belawan District is one of the slum areas in Medan City that faces serious problems, particularly inadequate drainage conditions and limited access to clean water. This situation contradicts the objectives of the Slum-Free City Program (KOTAKU), which is under the coordination of the Housing, Settlement and Spatial Planning Agency (PKPPR). This study aims to examine the PKPPR Agency's strategy in minimizing slums through the implementation of the KOTAKU Program in Medan Belawan. The study used a descriptive method with a qualitative approach through interviews, observation, documentation, and literature study. Data analysis refers to Kotten's strategy indicators, namely organizational strategy, program, resource support, and institutional. The results show that the organizational strategy is carried out through collaboration between the PKPPR Agency, the Public Works Agency, and the sub-district in managing drainage. The program strategy includes the construction of drilled wells in Belawan I Sub-district to meet clean water needs. Resource support strategies include the utilization of Regional Original Revenue (PAD), transfer funds, and drainage experts. The institutional strategy is realized through the socialization of sanitation and drainage management to the community.
