Implementasi Program Keluarga Harapan (PKH) dalam Upaya Meningkatkan Kesejahteraan Sosial Ekonomi Keluarga Miskin di Kelurahan Pekan Binjai Kecamatan Binjai Kota Binjai (Studi Kasus pada Dinas Sosial Kota Binjai dan Kantor Kelurahan Pekan Binjai)

Abstract

The fluctuating poverty trend in Indonesia shows that poverty remains a central issue in the national development agenda. The Family Hope Program (PKH) is one of the government's efforts through the provision of conditional social assistance to poor families registered in the Integrated Social Welfare Data (DTKS). Binjai City is one of the areas implementing this program, including in Pekan Binjai Village, Binjai City District. However, various obstacles still arise in its implementation, such as delays in aid distribution, uneven distribution, and inaccurate targeting of beneficiaries. This study aims to describe the implementation of PKH in improving the welfare of poor families in Pekan Binjai Village. The research method used is descriptive with a qualitative approach through interviews, observation, documentation, and literature study. Data analysis was conducted using the George Edward III policy implementation model, which emphasizes aspects of communication, resources, disposition, and bureaucratic structure. The results of the study indicate that program socialization has been carried out through online and face-to-face media using simple language, facilities and infrastructure are adequate despite the limited number of human resources, PKH facilitators are responsive in resolving beneficiary issues, and aid distribution procedures are carried out systematically according to central regulations. In general, PKH implementation in Pekan Binjai Village has been running quite well, but still needs improvement in terms of targeting accuracy, timeliness of distribution, and strengthening human resource capacity.
